Most new stadiums are being build as “tent” structures which is translucent fabric stretched over a steel or aluminum frame.  The sides can be rolled up if required for ventilation.   No need for expensive air conditioning etc

Plexipave floor laid on concrete/asphalt surface. Same as tennis courts.  No requirement for timber floor.
